Larry Flick is Founder and Managing Director of The FGA Group, a federal government affairs firm that represents corporations, not-for-profit institutions, trade associations, local governments, and other entities that have issues of interest before the legislative or executive branches of the federal government. The FGA Group current client work includes advancing and protecting clients’ interests on legislative and executive branch actions involving Energy-related matters, health care and FDA-related matters, Department of Defense-related matters, HUD-related matters, transportation matters, and on annual congressional appropriations legislation.




Prior to starting The FGA Group, Larry launched the federal government affairs practice in Washington, DC for a top a major U.S. law firm. Larry’s responsibilities included overseeing client recruitment, client servicing, hiring, personnel management, and strategic business planning. During Larry’s years at the firm, he was responsible for managing and servicing a wide array of clients in need of federal government affairs services, including corporate, non-profit, and industry association clients. Larry’s work for these clients included areas of service on issues including energy, transportation, health care, tax, financial services, telecommunications, defense, and appropriations.
Prior to 2001, Larry served as the Director of Congressional and State Government Affairs at the 2000 Republican National Convention in Philadelphia. During the ten months leading up to the Convention, Larry split his time between Washington, DC and Philadelphia and his responsibilities included overseeing arrangements, functions, and responsibilities for all elected officials: federal, state and local..
From 1993 - 2000 Larry served as a private sector federal affairs consultant, including six-plus years with the firm Griffin Johnson (later known as Johnson, Smith, Dover, Kitzmiller, & Stewart). During this time Larry was responsible for marketing, signing, servicing, and retaining a wide array of clients
Prior to Larry’s career in the private sector, he served for eleven years in the federal government. From 1989 though 1992, Larry served as Director of Legislative Affairs at the White House Council on Environmental Quality (CEQ) during the administration of the forty-first president, President George H.W. Bush. In this position, Larry was the Executive Office of the President’s chief point of contact on environment, energy and natural resource issues with the Congress. During this period, Larry worked on such major legislative initiatives as enactment of the Clean Air Act reauthorization, enactment of the Energy Policy Act of 2001, enactment of the Montreal Protocols, along with a number of other major national environment and energy related policy measures.
From 1984 to 1989, Larry served as Minority Staff Director on the House Subcommittee on Oceanography for the Subcommittee’s Ranking Minority Member, The Honorable Norman D. Shumway (R-CA). Larry also handled all of the full House Merchant Marine and Fisheries Committee legislative work for Congressman Shumway.
From 1982 to 1984, Larry served as a Legislative Assistant for Congressman Shumway.
Larry graduated from Lafayette College in Easton, PA in 1982 with a B.A. in Government and Law.
Larry serves on the Board of Governors of the University Club of Washington, DC.
